Governance

The Peace & Cooperation issue is measured on the 0−10 points Gap Frame scale, with 0 being the worst case (a threat) and 10 being the best case (towards ideal state). The issue is calculated as an arithmetic mean of 4 normalized and scaled indicators: “Share of voice – freedom of assembly” that represents an extent to which freedoms of assembly and association are subject to actual governmental limitations or restrictions (source: Social Progress Index), “Freedom of movement” which is presented as a sum of two variables: citizen’s freedom to leave and return to their country and citizen’s freedom to travel within their own country (source: Social Progress Index), “Strength of legal rights” that measures a degree to which collateral and bankruptcy laws protect the rights of borrowers and lenders and thus facilitate lending (source: The World Bank), and “Terrorism” indicator that monitors the total number of terrorist incidents and their impact (source: Global Terrorism Index). In the Peace & Cooperation issue, we would like to include indicators that allow measuring “interstate conflicts” and “migration” aspects for which there are no available global indicators yet.

Within the normalization and scaling operation, the currently observable values for indicators are compared against their respective reference ideal and worst values and represented on the 0−10 normative scale. Learn more about normalization and scaling process here
